Well, here's the run down

Negative feedback doesn't hurt a buyer (unless they're buying and selling on the same account). Any buyer with a 50% feedback rating can bid on my auctions, so citing the reason for bidder blacklist as the result of ebay removing feedback rights against buyers is kind of silly.

However, by that same token, a bidder black list is in fact a good idea to protect sellers. The mere existence for the blacklist is justification enough, ebay's moves are largely irrelevant.

The real threat of removing a seller's voice is that buyers that are under the impression that a negative feedback mark hurts their rating, will now be uninhibited. You see, the misunderstanding about the feedback system and how it affects buyers and sellers is enough for buyers to hold back on using their, "bullet" for fear of retaliation. But for someone that only buys, this fear is false. Still, there are those buyers that, through believing that a negative will hurt them, will not give unwarranted negative feedback.

I'd change the wording on your main page just a bit, but other than that I think you have a fantastic idea on your hands. I'm not certain that a large number of people would block every buyer on your site, but it's worth a try! Keep us posted!
