You have to maintain a "consistent high volume of sales" each month and have a 98% (or better) feedback rating.

If you dedicate yourself to at least 2 full days a week at working on selling on ebay and finding sources for merchandise, depending on what you sell it should take about a year.
That's how long it took for me. I wasn't trying for it, it just happened.
